Am 1. Januar 2024 startete das BUA-Projekt Open Science Magnifiers.
Dieses von der Berlin University Alliance (BUA) in Objective 3
finanzierte Projekt läuft bis Oktober 2026 und knüpft an das Projekt
[BUA Open Science
Dashboards](https://blogs.fu-berlin.de/open-access-berlin/2022/05/12/das-bua-open-science-dashboard-projekt-die-entwicklung-disziplinspezifischer-open-science-indikatoren/)
an, das im Dezember 2023 endete. Mit einem „Blick durch die Lupe" wollen
die Projektpartner, das Open-Access-Büro Berlin (OABB) und das QUEST
Center for Responsible Research am Berlin Institute of Health (BIH) an
der Charité -- Universitätsmedizin Berlin, Open-Science-Praktiken in
verschiedenen Forschungsbereichen und -communities aufzeigen und dafür
verschiedene Formen der Visualisierung ausloten.

## Entwicklung von Open-Science-Indikatoren für disziplinspezifisches Monitoring

Eines der Ziele des Projekts BUA Open Science Dashboards war die
Entwicklung von Open-Science-Indikatoren für das disziplinspezifische
Monitoring von Open Science. Dies ermöglicht einen umfassenden Überblick
über verschiedene Open-Science-Praktiken und offene Forschungsergebnisse
aus verschiedenen Forschungsbereichen und Communities. Für die
biomedizinische Forschung wurde das bereits bestehende [Charité
Dashboard for Responsible
Research](https://quest-dashboard.charite.de/#tabStart) um ein [FAIR
Data Dashboard](https://quest-dashboard.charite.de/#tabFAIR) erweitert.
Dieses Dashboard visualisiert, wie Forschungsdaten, die von
Charité-Forscher\*innen über Repositorien geteilt werden, den FAIR Data
Principles entsprechen. Darüber hinaus wurden die Befragungsergebnisse
von Charité-Forscher\*innen im Rahmen des Berlin Science Survey zum
Themenkomplex Open Science im [Berlin Science Survey
Dashboard](https://quest-berlinsciencesurvey.charite.de/#tabStart)
visualisiert. Besonders interessant ist das Spannungsfeld zwischen
Erwartungen, Werten und Einstellungen gegenüber Open Science bei
BUA-Forscher\*innen.

In Zusammenarbeit mit dem Institut für Geowissenschaften wird derzeit
ein Open Science Dashboard für den [Fachbereich Geowissenschaften der
Freien Universität
Berlin](https://www.fu-berlin.de/einrichtungen/fachbereiche/fb/geowiss/index.html)
entwickelt. Die Veröffentlichungs- und Forschungspraktiken dieser
Forschungsgruppe unterscheiden sich von der biomedizinischen Forschung
beispielsweise im Hinblick auf die verschiedenen Publikationsformen und
-praktiken. Das Open Science Dashboard für die Geowissenschaften
konzentriert sich nicht nur auf den Open-Access-Status und die damit
verbundenen CC-Lizenzen von Zeitschriftenartikeln, sondern analysiert
auch die Offenheit anderer Forschungsergebnisse wie Bücher, Buchkapitel
und Konferenz-Abstracts.

## Wie werden wir das disziplinspezifische Monitoring im Projekt BUA Open Science Magnifiers weiterentwickeln?

Im Projekt BUA Open Science Magnifiers werden die bestehenden Dashboards
für die biomedizinische Forschung der Charité weiter ausgebaut. Neben
der laufenden Weiterentwicklung des FAIR Data Dashboards wird ein
zusätzliches Open Data Dashboard entwickelt. Dies wird einen tieferen
Einblick in die Praktiken der Datenveröffentlichung und Datennachnutzung
von Charité-Forscher\*innen ermöglichen. Das Berlin Science Survey
Dashboard wird um die Ergebnisse der nächsten Umfragewelle erweitert.
Damit wird eine breitere Basis für die Einordnung der Ansichten von
Forscher\*innen geschaffen, es ermöglicht Einblicke in die Entwicklungen
im Zeitverlauf und detailierte Kenntnisse über die Praxis des
Datenpublizierens in der Biomedizin zu erhalten.

Im Projekt wird die Entwicklung des Dashboards für die Geowissenschaften
weitergeführt. Bisher lag der Fokus hauptsächlich auf den Publikationen
der drei verschiedenen Institute (Geologische Wissenschaften,
Geowissenschaften und Meteorologie) am Fachbereich Geowissenschaften der
Freien Universität Berlin. Interessant ist beispielsweise, dass sich die
Veröffentlichungspraktiken zwischen diesen Instituten unterscheiden, so
etwa hinsichtlich der Relevanz von Büchern im Vergleich zu
Konferenzabstracts und -beiträgen. Zudem wollen wir den Fokus weiter
ausdehnen und zusätzliche Indikatoren aufzunehmen. Hier ist
beispielsweise von Interesse, wie die Geowissenschaftler\*innen Daten
veröffentlichen und ob sie auch Forschungsmethoden und Code offen
teilen. Wir werden vorhandene Tools anpassen, um diese
Forschungspraktiken zu analysieren, und zusätzlich auswerten, ob andere
Bausteine einer offenen Forschungsinfrastruktur, wie persistente
Identifikatoren (z.B. DOI und ORCiD) oder disziplinspezifische
Identifikatoren wie [IGSNs](https://ev.igsn.org/) verwendet werden.

Ein weiterer Schwerpunkt des Projekts wird in Zusammenarbeit mit dem
[Margherita von Brentano Center for Gender Research an der Freien
Universität Berlin](https://www.mvbz.fu-berlin.de/en/index.html)
initiiert. Wir wollen gemeinsam einen Blick in die interdisziplinäre
Genderforschung werfen. Im Fokus steht hier neben quantitativen Analysen
der Publikationspraxis die Darstellung von good practices in den
Genderwissenschaften wie beispielsweise durch die Nutzung zentraler
Angebote wie Repositorien (z.B. GenderOpen) und Plattformen (z.B. Open
Gender Platform) oder der Anwendung von Open Peer Review. Welche die
geeignete Form der Darstellung dieses Blicks durch die Lupe sein wird
(z.B. Storytelling), wollen wir zusammen mit Vertreter\*innen der
Disziplin erörtern. Daraus ergeben sich möglicherweise interessante
praktische Implikationen, wie die Umsetzung von Open Science in diesem
Wissenschaftsgebiet weiter unterstützt werden könnte.

## Open Science Magnifiers für Forschungspraktiken in der BUA

Mit dem Projekt Open Science Magnifiers verfolgen wir nicht nur das
Monitoring offener Wissenschaftspraktiken einzelner Disziplinen, sondern
arbeiten mit dem [BUA Labor für transdisziplinäre
Forschung](https://www.berlin-university-alliance.de/commitments/knowledge-exchange/research-forums/index.html),
angesiedelt in Objective 2, an einer Visualisierung aller BUA-Projekte,
die Bürger\*innen in die Forschung einbeziehen. Gemäß der
[UNESCO-Empfehlung zu Open
Science](https://unesdoc.unesco.org/ark:/48223/pf0000383771) öffnet Open
Science auch „die Prozesse der wissenschaftlichen Wissensschaffung,
Bewertung und Kommunikation für gesellschaftliche Akteure jenseits der
traditionellen wissenschaftlichen Gemeinschaft". Mithilfe der
Visualisierung dieser transdisziplinären Forschungsprojekte möchten wir
die Sichtbarkeit dieser Projekte bei Forschenden und der
BUA-Leitungsebene erhöhen. Zudem können wir untersuchen, wie die
verschiedenen Projekte miteinander verbunden sind, woran Forscher\*innen
der BUA (inter- bzw. transdisziplinär) zusammenarbeiten oder wie offene
Wissenschaft in den Projekten umgesetzt wird.

Im Projekt werden wir den Austausch mit verschiedenen Stakeholdern
intensivieren. Wichtige Punkte sind hier für uns die Definition von
Open-Science-Indikatoren sowie die Diskussion über die Herausforderungen
in Bezug auf die vorhandenen Datengrundlagen für das Monitoring bzw. die
Darstellung in Form von Dashboards und Visualisierungen. So zeichnet
sich derzeit ab, dass gerade mit Blick auf die verfügbaren Metadaten
über z.B. das offene Publizieren von Texten und Daten auf einer
disziplinären Ebene nur begrenzt auf die automatisierte Datenaggregation
zurückgegriffen werden kann. Dies erzeugt z.B. einen hohen Aufwand an
manueller Nachbearbeitung.

Diese Punkte sind im
[BUA-Open-Science-Kontext](https://www.berlin-university-alliance.de/commitments/research-quality/open-science/index.html)
und für die [Entwicklung der Open-Research-Strategie für
Berlin](https://www.open-access-berlin.de/strategie/index.html)
interessant; darüber hinaus tauschen wir uns auch mit anderen
Open-Science-Monitoring-Initiativen auf nationaler und internationaler
Ebene, wie zum Beispiel dem [französischen Open Science
Monitor](https://frenchopensciencemonitor.esr.gouv.fr/?id=general.partage),
aus.

Eine Schlussfolgerung aus der bisherigen Projektarbeit ist es, dass es
keine „one-size-fits-all"-Ansätze im Open Science Monitoring geben kann.
Mehr noch unterstreichen die bisherigen Erkenntnisse, dass der Vergleich
von Disziplinen weder möglich noch sinnvoll ist, sondern
disziplinspezifische Ansätze gebraucht werden, die eine
Kontextualisierung der jeweiligen Praktiken erlauben. Wir hoffen, mit
dem Projekt einen Beitrag zum weiteren Austausch über das Monitoring
offener Wissenschaft innerhalb der BUA und über die BUA hinaus beitragen
zu können, um eine offene Forschungskultur zu unterstützen.

# BUA Open Science Magnifiers Project: Further development of Open Science Monitoring across different disciplines and research fields

On January 1st 2024, the BUA OS Magnifiers project was started. This
project, funded by the Berlin University Alliance (BUA) Objective 3,
will run until October 2026 and follows up on the [BUA Open Science
Dashboards
Project](https://blogs.fu-berlin.de/open-access-berlin/2022/05/12/das-bua-open-science-dashboard-projekt-die-entwicklung-disziplinspezifischer-open-science-indikatoren/)
which ended in December 2023. With a magnifying glass in hand, project
partners Open-Access-Büro Berlin (OABB) and QUEST Center for Responsible
Research at Berlin Institute of Health (BIH) at Charité --
Universitätsmedizin Berlin, will continue to monitor and promote Open
Science practices across different research fields and communities, and
explore possible visualizations of these practices.

## Development of Open Science Indicators for discipline-specific Monitoring

One of the goals of the Open Science Dashboards Project was to develop
Open Science Indicators for discipline-specific Open Science Monitoring.
This will enable a broader picture on the different Open Science
Practices --  and research outputs --  from various research fields and
communities. For the biomedical community, the already existing [Charité
Dashboard for Responsible
Research](https://quest-dashboard.charite.de/#tabStart) was expanded
with a [FAIR Data
dashboard](https://quest-dashboard.charite.de/#tabFAIR). This dashboard
visualizes how research data objects shared by Charité researchers, and
the repositories used to deposit them, conform to the FAIR-principles.
In addition, the results of the [Berlin Science
Survey](https://www.berlinsciencesurvey.de/de/index.html) have been
visualized in the [Berlin Science Survey
Dashboard](https://quest-berlinsciencesurvey.charite.de/#tabStart).  One
of the central findings here is the tension between expectations, values
and attitudes towards Open Science amongst BUA researchers.

In collaboration with the Institute of Geographical Sciences, an Open
Science Dashboard for the [Department of Earth Sciences at the Freie
Universtät
Berlin](https://www.fu-berlin.de/einrichtungen/fachbereiche/fb/geowiss/index.html)
is currently under development. Publishing and research practices from
this community differ from the biomedical community, for example on
publication formats and practices. The OS dashboard for the earth
sciences not only focuses on the Open Access status and related
CC-licenses of journal publications, but also analyzes the openness of
other research outputs, such as books, book chapters, and conference
abstracts.

## How will we further develop our discipline-specific monitoring activities in the BUA Open Science Magnifiers project?

The existing dashboards within the Charité biomedical community will be
expanded further. In addition to the ongoing development of the FAIR
Data Dashboard, an additional Open Data Dashboard will be developed.
This will increase insight into data sharing and data reuse practices of
Charité researchers. The Berlin Science Survey Dashboard will be
extended to include results from the next survey wave. Together, this
will create a broader basis for assessing the views of researchers,
allow insights into developments over time, and provide detailed
insights into data handling practices in biomedicine.

We will pursue the development of the dashboard for the Earth Sciences.
So far, the focus has predominantly been on the publication output of
the three different institutes (Geological Sciences, Geographical
Sciences, and Meteorology) at the Department of Earth Sciences of the
Freie Universität Berlin. It is interesting to see that publishing
practices differ amongst these institutes, for example book publishing
versus publishing conference abstracts and conference papers. Therefore,
we will continue to broaden our focus and include additional indicators
to monitor Open Science practices beyond publications output. What are
data sharing practices amongst earth scientists? And are research
methods and code also shared openly? We will adapt existing tools to
monitor these research practices, and additionally assess if other
building blocks of an open research infrastructure, such as Persistent
Identifiers like DOIs and ORCID iDs, or discipline-specific identifiers,
such as [IGSNs](https://ev.igsn.org/), are being used.

Another focus of the Open Science Magnifiers project will be initiated
in collaboration with the [Margherita von Brentano Center for Gender
Research](https://www.mvbz.fu-berlin.de/en/index.html) at the Freie
Universität Berlin. With this collaboration we will focus on
interdisciplinary gender research. In addition to quantitative analyses
of open publication practices, the project aims to display good
practices in gender studies, such as the use of central services such as
a repository (e.g. GenderOpen) and platforms (e.g. Open Gender Platform)
or the implementation of Open Peer Review. Together with representatives
of the discipline, we plan to discuss appropriate forms of presenting
practices through the magnifying glass (e.g. storytelling). This may be
motivating for other researchers and result in interesting practical
implications as to how the implementation of Open Science could be
further supported in this scientific field.

## Open Science Magnifiers for BUA Research Practices

With Open Science Magnifiers, we not only pursue Open Science monitoring
from single disciplines, but, in collaboration with the [BUA Labor für
transdisziplinäre
Forschung](https://www.berlin-university-alliance.de/commitments/knowledge-exchange/research-forums/index.html),
part of Objective 2, we are also working on a visualization of all BUA
projects that engage with citizens. According to the [UNESCO
Recommendation on Open
Science](https://unesdoc.unesco.org/ark:/48223/pf0000383771), Open
Science also 'opens the processes of scientific knowledge creation,
evaluation and communication to societal actors beyond the traditional
scientific community'. By creating a visualization of these
transdisciplinary research projects, we would like to increase the
visibility of these projects to other researchers and BUA leadership. In
addition, we would like to answer questions as: How are the different
projects connected? Do researchers from the BUA institutions collaborate
(interdisciplinary)? What can we learn about the openness of the
projects' methods and outputs?

For these --  and other -- discussions, we will actively seek input from
other stakeholders. Not only when it comes to defining Open Science
Indicators but also when we discuss the more technical challenges of
developing dashboards and visualizations, such as limited data sources
or insufficient metadata which means that automated data aggregation is
only possible within certain limits and manual analysis is required.

These issues are not only relevant within the
[BUA-Open-Science-context](https://www.berlin-university-alliance.de/commitments/research-quality/open-science/index.html),
and for [the Berlin Open Research
Strategy](https://www.open-access-berlin.de/en/strategie/index.html)
development, but also in discussions with other Open Science Monitoring
initiatives on a national, and international level, such as for example
the [French Open Science
Monitor](https://frenchopensciencemonitor.esr.gouv.fr/?id=general.partage).

As was already clear from the discussions we initiated in the Open
Science Dashboards project that a "one-size-fits all" OS monitoring is
not possible. There is clearly a need for a discipline-specific approach
to monitoring and recognizing Open Science practices. We will continue
to contribute to these discussions on Open Science Monitoring within and
beyond BUA to enable an open research culture for all fields.

Workshop report from the Recognition and Rewards Festival in Utrecht

On April 13, 2023 the third [Recognition & Rewards
Festival](https://recognitionrewards.nl/2023/04/19/report-recognition-rewards-festival/)
took place in Utrecht, the Netherlands. The conference was organized by
the Dutch Recognition & Rewards Programme which aims to modernize the
system of recognizing and rewarding academics as defined in the
[Programme´s Position
Paper](https://recognitionrewards.nl/about/position-paper/). This year,
the conference theme "Rethinking Assessment", was discussed in a
[plenary programme and 21 different
workshops](https://recognitionrewards.nl/recap-recognition-rewards-festival-2023/).

In the plenary programme, perspectives from multiple stakeholder
communities were discussed in panel sessions and introduced in columns.
Hieke Huistra (Utrecht University) stressed in her column the importance
of permanent contracts for academics. Robbert Dijkgraaf (Dutch minister
of Education, Culture and Science) discussed with Onur Sahin (Utrecht
University) and Charisma Hehakaya (UMC Utrecht) how to include the
perspectives of Early Career Researchers in the discussion on reforming
research assessment, as well as incorporating insights from people who
have left academia. Rianne Letschert (chair of the Coalition for
Advancing Research Assessment) emphasized how collaboration across
different disciplinary communities is necessary to enable research
assessment reforms and consent on multiple levels.

In addition to the plenary programme, [21
workshops](https://recognitionrewards.nl/wp-content/uploads/2023/04/Recap-of-the-workshops_Website.pdf)
were organized. Workshop themes varied from assessing teacher quality
and societal impact to enabling diversity and rewarding
interdisciplinary collaborations, and many more. One of the workshops
focused on recognising team science; acknowledging teams or consortia of
academics for their joint work is one of the subject areas of the R&R
Programme. Workshop topics included: how to define a team
(collaboration, common goal, trust) and how team leaders could encourage
their employees to make the most of their careers. Additionally,
questions on how to assess team science came up. What would be metrics
and indicators for team assessment? Is it even necessary and possible?
One of the participants mentioned that e.g. PhD students don't want yet
another box to tick; they want to focus on doing research.

In the workshop we organized as part of the [BUA Open Science Dashboards
Project](https://blogs.fu-berlin.de/open-access-berlin/2022/05/12/das-bua-open-science-dashboard-projekt-die-entwicklung-disziplinspezifischer-open-science-indikatoren/),
meaningful metrics and indicators were part of the discussion as well.
The workshop focused on recognizing the diversity of Open Science (OS)
practices across different research communities. Even though stimulating
and encouraging all aspects of Open Science are part of the R&R
Programme, how to recognize and reward these OS Practices has yet to be
defined. The workshop´s goal was not to develop or use dashboards as
tools for research assessment but rather to initiate the discussion on
how to make sure that when Open Science practices are assessed,
disciplinary differences and multiple perspectives are taken into
account.

The 16 workshop participants represented various stakeholder
communities, including publishers and OS coordinators at universities,
and representatives from the Universities of the Netherlands (UNL). We
asked them to assess existing dashboards, like the [EC Open Science
Monitor](https://research-and-innovation.ec.europa.eu/strategy/strategy-2020-2024/our-digital-future/open-science/open-science-monitor_en)
and [French Open Science
Monitor](https://frenchopensciencemonitor.esr.gouv.fr/), and to discuss
what they liked and disliked about the dashboards, how meaningful
indicators could be developed for other OS practices, and how to avoid a
single focus on research outputs.

Some observations were made on the dashboards' formats and content, such
as the quality of the data (it is not always made clear how
comprehensive and complete the used datasets are), dashboards should be
updated regularly to remain relevant and when it is called a dashboard,
interactive possibilities are expected, and not just static graphs. Data
from open infrastructures is preferred over commercial infrastructures.
The objective of a monitor or dashboard should also be made clear, e.g.
the goal of the EC Open Science Monitor is not made clear and content is
outdated. It seems like it is just a random collection, but what is the
strategy behind it? What is the ambition of OS within the EU? Can the
dashboard support policy development? It was discussed if it would be
useful for the EU to develop and guide OS monitoring for all European
countries. How would that work? And do we actually need a European
approach? Comparing OS activities is not the objective so are
tailor-made dashboards for specific institutions and/or disciplines more
useful?

The discussion continued on the objectives of monitoring OS activities.
Dashboards should be tools to support OS practices, not an end in
themselves. If the objective is to get recognition for OS practices, how
can you assess the wide range of activities and avoid comparison? A part
of the Recognition & Rewards Programme is to recognize teaching tracks,
how can you develop indicators for that? When the focus is on research
assessment you need context, could we create context dashboards? Ways to
incorporate a more qualitative approach should be included when
developing indicators. Would it be possible to include a broader
perspective and develop indicators for career paths and societal
engagement as suggested in the R&R Programme? It was also discussed that
it would be valuable to assess whether the entire process of research
projects is open. At CWTS they are working on persistent identifiers for
projects and these could be helpful in monitoring the openness of the
different stages in a research project. Additionally, this could open up
ways to recognize and reward all project contributors.

As the plenary programme and the workshops made clear: we are just at
the beginning of reforming research assessment and the discussions
showcased that 'one-size-fits all' OS Monitoring and research assessment
do not work. Context is key. Only that way, we can ensure that Open
Science is promoted as a positive research culture in all research
disciplines and that each scientist is rewarded for openness in their
work.

**Open-Science-Praktiken**

Open Access, Open Data, Open Educational Resources, Open Hardware, Open
Software, Open Code, Citizen Science: Das Konzept von Open Science
umfasst viele Praktiken, die im wissenschaftlichen Alltag zunehmend
relevant werden. Sie haben zum Ziel, den wissenschaftlichen
Arbeitsprozess, seine Quellen und Ergebnisse langfristig offen
zugänglich, nachvollziehbar und nachnutzbar zu machen. Im Berliner
Hochschulgesetz wird offene Wissenschaft seit 2021 im §41 adressiert.
Dort ist formuliert, dass sie sich auf den „uneingeschränkten und
langfristigen Zugang zu wissenschaftlichen Texten, Forschungsdaten,
Software und weiteren Forschungsergebnissen und -quellen sowie Lehr- und
Bildungsmaterialien" bezieht, den die Hochschulen ebenso unterstützen
sollen wie „einen transparenten Forschungsprozess einschließlich der
Bereitstellung von Forschungsinformationen".

Die Verbreitung von Praktiken offener Wissenschaft ist allerdings im
Vergleich von Forschungsinstitutionen, Disziplinen und
Wissenschaftler\*innen unterschiedlich weit fortgeschritten. Weithin
bekannt ist, dass der Anteil an Open-Access-Publikationen in
Zeitschriften in den Lebens- und Naturwissenschaften höher ist als in
den Sozial- und Geisteswissenschaften
[\[1\]](https://doi.org/10.12688/f1000research.17328.2). In der
Umweltforschung sind Citizen-Science-Praktiken, d.h. die Beteiligung der
Öffentlichkeit bzw. von Laien-Wissenschaftler\*innen an der Forschung,
verbreiteter als in anderen Disziplinen
[\[2\]](https://doi.org/10.1371/journal.pone.0178778). Weitere Beispiele
findet man im Bereich der Veröffentlichung von Preprints, d.h.
nicht-begutachteten Vorabveröffentlichungen von Manuskripten im Open
Access, die in der Mathematik und anderen naturwissenschaftlichen
Fächern gängiger sind (z.B. über die Preprintserver ArXiv oder BioArXiv)
[\[3\]](https://doi.org/10.1093/scipol/scab039). Auch das Teilen von
Forschungsdaten (Data Sharing) nimmt zwar in allen Disziplinen stetig
zu, aber im disziplinären Vergleich gibt es große Unterschiede.
Disziplinen wie die Hochenergiephysik, in denen traditionell viel in
(großen) Forschungskollaborationen zusammengearbeitet wird und Data
Sharing notwendig ist, werden eher Daten nach den Prinzipien von
Offenheit geteilt, als in Disziplinen, in denen das weniger üblich und
notwendig ist \[[4](https://doi.org/10.1038/s41597-021-00981-0),
[5](https://doi.org/10.1016/j.ijinfomgt.2019.05.024)\].

**Was ist Monitoring und wozu machen wir das? Warum ist das ein
wichtiges, aber auch schwieriges Thema?**

Mit der Verbreitung offener Wissenschaft steigt auch der Bedarf nach
einem Monitoring von Open-Science-Praktiken. Dies erlaubt einen breiten
Blick auf die Aktivitäten, kann neue Anreize schaffen, Open Science
umzusetzen und setzt Impulse für die Entwicklung von Policies oder
Infrastrukturangeboten. Ein Monitoring kann sowohl quantitative wie auch
qualitative Darstellungen enthalten. So kann es einerseits darum gehen,
den Anteil von offen verfügbar gemachten Publikationen in Bezug auf eine
Gesamtzahl von Publikationen zu bestimmen. Aufgrund der
unterschiedlichen Publikationskulturen in den Disziplinen ist diese „an
Zahlen orientierte" Herangehensweise aber nicht in allen
Forschungsfeldern sinnvoll und adäquat. Eine qualitative Beschreibung
von Open-Science-Aktivitäten kann daher ebenso von Bedeutung sein, indem
beispielsweise Projekte oder Publikationen deskriptiv und
kontextualisierend dargestellt werden, um den Impact in einem bestimmten
Forschungsgebiet hervorzuheben.

Ein Monitoring kann sich darüber hinaus auf die Aktivitäten einzelner
Wissenschaftler\*innen, auf Institutionen, auf Förderprogramme, auf eine
nationale oder z.B. auf die europäische Ebene beziehen. Ein Monitoring
kann beispielsweise für Förderorganisationen einen Einblick in die
Anzahl der Open-Access-Publikationen aus einem bestimmten Förderprogramm
geben oder für Institutionen ein Benchmarking (einen Vergleich mit, bzw.
eine Orientierung an anderen Institutionen) ermöglichen. Dies
zeigt bereits, dass mit dem Monitoring bestimmte Herausforderungen
verbunden sind. Dazu gehört die Frage, inwieweit ein Monitoring zum
unpassenden Vergleich von Disziplinen führt. Eine weitere Frage ist die
nach der Bedeutung etablierter Indikatoren für wissenschaftliche
Leistungen im Vergleich zu Open-Science-Indikatoren. Der Journal Impact
Factor als Parameter ist hier ein häufig angeführtes und kritisch
betrachtetes Beispiel, um die wissenschaftliche Leistung von Individuen
und Institutionen zu vergleichen. Initiativen wie die [San Francisco
Declaration on Research
Assessment](https://sfdora.org/read/read-the-declaration-deutsch){target="_blank"
rel="noreferrer noopener"} und [Plan
S](https://www.coalition-s.org/){target="_blank"
rel="noreferrer noopener"} haben zum Ziel, Verfahren zur
Leistungsmessung über den Journal Impact Factor und Journal Metrics
hinaus zu entwickeln. Die Entwicklung von Indikatoren für offene
Wissenschaft (z.B. für die im nächsten Abschnitt erwähnten
Monitoring-Ansätze) gehen in die gleiche Richtung, die
Forschungsevaluation neu zu denken und beispielsweise Indikatoren wie
den offenen Zugang zu Ergebnissen wie Daten und Software, aber auch die
Durchführung von offenen Begutachtungsprozessen (Open Peer Review) oder
die Zusammenarbeit (Team Science) zu fördern.

**Monitoring-Ansätze**

Auf europäischer Ebene gibt es verschiedene Initiativen, die das
Monitoring von Open-Science-Praktiken voranbringen wollen. Ein Beispiel
ist OpenAIRE's [Open Science
Observatory](https://osobservatory.openaire.eu/home){target="_blank"
rel="noreferrer noopener"}, das die Anzahl der
Open-Access-Publikationen, Open Data und Open-Access-Journals pro Land
anzeigt. Zur Visualisierung der Daten aus verschiedenen Quellen werden
Dashboards entwickelt. Im Fall des Open Science Observatory basieren die
Daten auf dem [OpenAIRE Research
Graph](https://graph.openaire.eu/){target="_blank"
rel="noreferrer noopener"}, der Daten von institutionellen Repositorien
und Zeitschriften mit Daten von Services
wie [Crossref](https://www.crossref.org/){target="_blank"
rel="noreferrer noopener"}, [Unpaywall](https://unpaywall.org/){target="_blank"
rel="noreferrer noopener"}, [ORCID](https://orcid.org/){target="_blank"
rel="noreferrer noopener"} und [Grid.ac](http://grid.ac/){target="_blank"
rel="noreferrer noopener"} verknüpft. Ein anderes Beispiel ist der [Open
Science
Monitor](https://ec.europa.eu/info/research-and-innovation/strategy/strategy-2020-2024/our-digital-future/open-science/open-science-monitor_en){target="_blank"
rel="noreferrer noopener"} der Europäischen Kommission. Er zeigt in
unterschiedlichen Dashboards Trends für Open-Access-Publikationen, Open
Data und Open Collaboration. Das Monitoring der
Open-Access-Publikationen basiert
auf [Scopus](https://www.scopus.com/){target="_blank"
rel="noreferrer noopener"}, Unpaywall
und [DataCite](https://datacite.org/){target="_blank"
rel="noreferrer noopener"} sowie qualititativen Daten von Umfragen.
Darüber hinaus wird angezeigt, wie oft OA-Publikationen auf Social Media
und anderen Medien erwähnt werden und die Anzahl der Policies von
Forschungsförderorganisationen zu Open Access, Open Data sowie Journal
Policies zu Open Data, Open Code und Open Hardware wird angegeben. 

In Deutschland ist der [Open Access
Monitor ](https://open-access-monitor.de/){target="_blank"
rel="noreferrer noopener"}ein wichtiges Instrument zur Erfassung des
Open-Access-Publikationsaufkommens deutscher akademischer Einrichtungen
in wissenschaftlichen Zeitschriften. Der Monitor bereitet die Angabe
kategorisiert nach Gold/Green/Hybrid OA und Closed Access auf. Der Open
Access Monitor Deutschland basiert ebenfalls auf mehreren Datenquellen.
Dazu
gehören [Dimensions](https://app.dimensions.ai/discover/publication){target="_blank"
rel="noreferrer noopener"}, [Web of
Science](https://clarivate.com/webofsciencegroup/solutions/web-of-science/){target="_blank"
rel="noreferrer noopener"}, Scopus, Unpaywall, [Directory of Open Access
Journals](https://doaj.org/){target="_blank"
rel="noreferrer noopener"} und weitere. Es können aber auch weitere
Indikatoren bei nationalen Monitoring-Ansätzen vorgefunden werden: Im
[niederländischen Open Science
Dashboard](https://bi-poc.dataverse.tk/superset/dashboard/6/?preselect_filters=%7B%7D&standalone=true&native_filters=%28%29){target="_blank"
rel="noreferrer noopener"} und dem [französischen Open Science
Monitor](https://barometredelascienceouverte.esr.gouv.fr/){target="_blank"
rel="noreferrer noopener"} werden z.B. die Zertifizierung von und die
Nutzung von persistenten Identifikatoren für Forschungsdaten in
Repositorien dargestellt.

Auch auf Landesebene ist das Monitoring relevant: Das OABB koordiniert
seit einigen Jahren eine Arbeitsgruppe, die seit 2016 das
Open-Access-Publikationsaufkommen in wissenschaftlichen Zeitschriften
für die neun publikationsstärksten Berliner Hochschulen erfasst. Dies
steht im Zusammenhang mit dem in der Berliner Open-Access-Strategie
formulierten Ziel, bis 2020 einen Open-Access-Anteil bei
Zeitschriftenartikeln von 60 % zu erreichen. Der zuletzt [erschienene
Bericht](https://doi.org/10.14279/depositonce-11774){target="_blank"
rel="noreferrer noopener"} über das Publikationsjahr 2019 wies einen
Open-Access-Anteil von 51,6 % nach (der Bericht über das
Publikationsjahr 2020 wird derzeit vorbereitet).

Diese Monitoring-Ansätze sind spezialisiert auf das Publizieren in
Zeitschriften und zeigen aus verschiedenen Gründen nicht die Diversität
der Publikationsformate in den Fachkulturen, die auch Monografien,
Sammel- und Konferenzbände, Forschungs-/Kulturdaten, Software,
Quellcode, Lehrbücher, Open Educational Resources, Publizieren in Blogs
sowie nicht-textuelle Medien, wie z.B. Audio-visuelle Medien und
3D-Modelle umfassen. Ein Problem sind die fehlenden bzw. nicht
standardisierten Nachweisquellen, fehlende Indikatorik, Metriken und
automatisierte Screening-Tools für diese Formate. Daher sind
Monitoring-Ansätze bzw. Dashboards, die auf Disziplinen fokussieren,
bislang die Ausnahme.

**Das BIH Quest Dashboard**

Für die biomedizinische Forschung hat das BIH QUEST Center das Charité
Dashboard on Responsible Research erstellt. Die fünf dargestellten
OS-Indikatoren Open Access, Open Data, Open Code, Preprints und Anzahl
der Forscher\*innen mit ORCiD. Datenquellen für OA-Artikel, Preprints
und ORCiD sind Unpaywall, Dimensions, und die ORCiD API. Für die
OS-Indikatoren Open Data und Open Code wurden die Charité-Publikationen
mit einem von QUEST entwickelten Textmining-Algorithmus analysiert:
ODDPUB (Open Data Detection in Publications)
[\[6\]](http://doi.org/10.5334/dsj-2020-042). ODDPub durchsucht den
Volltext der Publikationen nach Aussagen, die auf Daten- oder
Code-Sharing hindeuten.

Zuletzt wurde das [Charité
Dashboard ](https://quest-dashboard.charite.de/#tabFAIR){target="_blank"
rel="noreferrer noopener"}um ein FAIR Dashboard erweitert:
Forschungsdaten, die in Publikationen von Charité-Autor\*innen aus dem
Jahr 2020 erwähnt wurden, werden auf die Umsetzung der FAIR Data
Principles geprüft, d.h. ob sie in den Repositorien, in denen sie
veröffentlicht wurden, auffindbar, zugänglich, interoperabel und
nachnutzbar sind [\[7\]](https://doi.org/10.1038/sdata.2016.18). Dafür
wurde
das [F-UJI](https://www.f-uji.net/index.php?action=home){target="_blank"
rel="noreferrer noopener"} Automated FAIR Data Assessment Tool
verwendet. Anhand von 16 Metriken wird so die FAIRness eines
Forschungsdatenobjekts in einem Repositorium bewertet und kann als
Hilfsmittel für Forscher\*innen dienen, Services auszuwählen, die Daten
möglichst umfassend nachnutzbar bereitstellen.

**Entwicklung prototypischer Dashboards im BUA Open Science Dashboard
Projekt**

Für das Monitoring im biomedizinischen Bereich besteht mit dem Charité
Dashboard eine funktionale Lösung, während es für viele weitere
Disziplinen keine vergleichbaren Ansätze gibt. Ziel des von der Berlin
University Alliance (BUA) geförderten Projekts Open Science Dashboards
ist es, mit weiteren ausgewählten Instituten bzw. wissenschaftlichen
Communities an den BUA-Einrichtungen zusammenzuarbeiten und gemeinsam
Indikatoren für ein prototypisches Dashboard zu entwickeln. Die
bestehenden Open-Science-Indikatoren des Charité Dashboards können als
Ausgangspunkt für weitere disziplinspezifische Dashboards genutzt
werden. Außerdem können neue Indikatoren wie z.B. für Citizen Science,
Software, Open Educational Resources oder Open-Access-Bücher entwickelt
werden.

Die Dashboard-Prototypen können von Instituts- oder Fakultätsleitungen
intern genutzt, von Forscher\*innen der Communities selbst verwendet,
sowie bei Wunsch auch offen verfügbar gemacht werden. Ein besonderer
Schwerpunkt liegt dabei auf der Automatisierbarkeit der Erhebung von
Indikatoren sowie der Berücksichtigung der FAIR-Prinzipien.

Das BUA Open Science Dashboard Projekt: die Entwicklung disziplinspezifischer Open-Science-Indikatoren

Open access is developing in an area of tension between institutional and funder policies, the economics of publishing and last but not least the communication practices of research disciplines. In a comparison across European countries, very dynamic and diverse approaches and developments can be observed. Furthermore, this international and comparative perspective helps us to assess the state of open access (OA) in Germany. In this series of <a href="http://www.open-access-berlin.de/projekte/open4de/index.html">Open4DE project</a> blog posts, we will summarize what we have learned in our in-depth conversations with experts on developing and implementing nationwide open access strategies.



The open access movement in France plays a vital role since the beginning in the European region. Already around the 2000s French research institutions launched the <a href="http://www.revues.org/?lang=en">Revues.org platform</a> (1999) – now <a href="https://journals.openedition.org/">OpenEdition</a> – for open access journals primarily in Humanities and Social Sciences. In 2001 the <a href="https://www.cnrs.fr/">Centre national de la recherche scientifique</a> (CNRS) started running <a href="http://hal.archives-ouvertes.fr/index.php?langue=en">HAL open archive</a> (2001), a repository open to all disciplinary fields. In 2003 the CNRS signed the <a href="https://en.wikipedia.org/wiki/Berlin_Declaration_on_Open_Access_to_Knowledge_in_the_Sciences_and_Humanities">Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities</a>. During many years open access was a matter of personal involvement from individuals within institutions, says Pierre Mounier, deputy director of OpenEdition and coordinator of <a href="https://www.operas-eu.org/">OPERAS</a>:

In 2021 France has already published the <a href="https://www.ouvrirlascience.fr/second-national-plan-for-open-science/">Second National Plan for Open Science. Generalising Open Science in France 2021-2024</a>. And during the recently held <a href="https://www.ouvrirlascience.fr/a-look-back-at-the-european-open-science-conference-now-online/">Open Science European Conference (OSEC)</a> the French Committee for Open Science presented the <a href="https://osec2022.eu/paris-call/">Paris Call on Research Assessment</a>, calling for &#8222;an assessment system where research proposals, researchers, research units and research institutions are evaluated on the basis of their intrinsic merits and impact […]&#8220;. In line with the general development across Europe, according to the <a href="https://en.unesco.org/science-sustainable-future/open-science/recommendation">UNESCO Recommendation on Open Science</a> and other policy papers, Open Science is no longer a question of few committed librarians, information scientists and researchers, but part of the national strategy on scholarly communication.



<h2>What can be achieved by a national strategy?</h2>



In Germany multiple stakeholders publish their own policies and strategies, committing to open access practices and values. <a href="https://orcid.org/0000-0002-9361-5295">Marin Dacos</a>, national open science coordinator at the French <a href="https://fundit.fr/en/institutions/ministry-higher-education-and-research-france-menesr-0">Ministry of Higher Education, Research and Innovation</a>, emphasizes that a national strategy is a strong signal no matter what, because multiple stakeholders receive concrete directions by such strategies. In addition, it might be more efficient to speak as a country regarding these issues, in particular at the international level, f.e. within the <a href="https://www.oecd.org/sti/inno/open-science.htm">Organisation for Economic Co-operation and Development (OECD)</a>, the <a href="https://ec.europa.eu/info/research-and-innovation/strategy/strategy-2020-2024/our-digital-future/open-science_en">European Commission </a>and <a href="https://conosc.org/#page-content">The Council for National Open Science Coordination (CoNOSC)</a>, a network of national coordinators in the UN-European region supported by <a href="https://sparceurope.org/">SPARC Europe</a>.



Looking at France, for certain topics national negotiations seem more convenient: Considering investment in green open access or diamond open access, it is more realistic to achieve progress on the national level instead of federal, local or institutional levels only. Setting open access on the national agenda allows for strategic planning. This argument is not only supported by the content of the two national plans for open science in France from 2018 and 2021, but also on the recently published <a href="https://zenodo.org/record/6282403">Action Plan for Diamond Open Access</a> &#8222;to further develop and expand a sustainable, community-driven Diamond OA scholarly communication ecosystem&#8220;. Prepared by OPERAS, PLAN S, Science Europe and French National Research Agency (ANR) the plan was commented by experts of a workshop sponsored by the French Ministry of Higher Education, Research and Innovation in preparation for the OSEC conference. <h2>The National Plan and its infrastructure</h2>



But how did the first national plan actually come about in 2018? After the election in 2017, Frédérique Vidal became Minister for Higher Education, Research and Innovation. Since 2017 Marin Dacos is open science advisor to the director-general for research and innovation at the French Ministry of Higher Education, Research and Innovation. He has been highly involved in the writing process of the French Open Science Plan. The open science committee was founded in 2019, consisting of a steering committee of open science, a permanent secretariat for open science (SPSO), colleges and expert groups as well as the forum for open science.



The steering committee meets 3–4 times a year to make strategic decisions related to the national strategy, acts as the Council of Partners of the National Fund for Open Science (GIS FNSO) and decides which initiatives to fund. The permanent secretariat headed by the national coordinator for open science gathers monthly to prepare the work of the steering committee, and to ensure the implementation of its conclusions. It coordinates the work of the colleges of the open science committee, oversees the editorial board of the <a href="https://www.ouvrirlascience.fr/home/">ouvrirlascience.fr</a> website, and monitors the progress of ongoing projects for the operational implementation of the national open science policy. The colleges and expert groups are standing bodies composed of experts on various aspects of the national open science policy. They review issues, propose guidelines, issue opinions, and initiate and lead projects. The forum for open science supports the committee by bringing in the experience of professionals from academia and research institutions. It provides a space for dialogue, exchange and development of shared expertise. As <a href="https://copim.pubpub.org/pub/academic-libraries-and-oa-books-france/release/1">Morka and Gatti</a> point out, the open science committee is one of the &#8222;main platforms where librarians engage in discussions on open access&#8220;.



Moreover, in the French case, a national fund (<a href="https://www.ouvrirlascience.fr/creation-of-the-national-open-science-fund">Fonds National pour la Science Ouverte, FNSO</a>) is in place since the first National Plan on Open Science (2018) funded by &#8222;ministerial allocations and voluntary contributions from institutions of higher education, research and innovation, as well as contributions from foundations and patrons&#8220;. Through this fund the steering committee for open science can incentivize concrete projects to foster implementation of measures articulated in the national plan, &#8222;it helps to target specific actions, an important transformation effect to help move forward&#8220;, says Mounier. 48 projects have been selected by the steering committee, <a href="https://www.openaire.eu/blogs/ouvrir-la-science">22 projects</a> in 2019 mainly on research infrastructures, digital platforms and editorial initiatives and <a href="https://www.ouvrirlascience.fr/wp-content/uploads/2021/10/Laureats-AAP-FNSO-2.pdf">26 projects</a> in 2021 focusing on editorial platforms and structures as well as editorial content. Beside the fact that the fund is limited in its financial power, it is an important addition for a successful implementation of a national strategy.



<h2>What is there to consider for the German landscape?</h2>



One important lesson to learn from France refers to the administration of open access within the ministry. Open science and open access is <a href="https://www.enseignementsup-recherche.gouv.fr/fr/science-ouverte-50360">highly coordinated inside</a> the ministry and thus funds are not administered differently for these closely linked topics. However, the level of diversity included in the French national strategy is something to look up to. This is also visible in how the implementation of the national strategy is monitored in France. One aim of the French national open science strategy is the objective of a 100% open access rate in 2030 and progress is <a href="https://barometredelascienceouverte.esr.gouv.fr/">monitored on the national level</a>. But different from the <a href="https://jugit.fz-juelich.de/synoa/oam-dokumentation/-/wikis/Quelldatenbanken/Quelldatenbanken">German Open Access Monitor</a> the French version relies only on &#8222;using reliable and controlled open data&#8220; like data from Unpaywall, DOAJ or OpenAPC – source databases like Web of Science or Scopus are not included. In addition, the <a href="https://frenchopensciencemonitor.esr.gouv.fr/about/methodology">French Open Science Monitor</a> aims at including all scientific output and thus shows not only open access articles published in peer-reviewed journals but <a href="https://barometredelascienceouverte.esr.gouv.fr/publications/general?id=general.genres-ouverture">proceedings, book chapters, books and preprints</a> as well. Sorting <a href="https://barometredelascienceouverte.esr.gouv.fr/publications/fields?id=disciplines.dynamique-ouverture">according to disciplines</a> and their open access output is presented and the <a href="https://barometredelascienceouverte.esr.gouv.fr/publications/general?id=general.langues-ouverture">language of publication</a> is shown as well. It is positive to see that both, the German and the French monitor, include diamond open access and thus differentiate it from full APC gold open access already.



But what works well in France is not necessarily the right path for Germany. University presses are well-developed in France, while the national publishing platform OpenEdition provides an infrastructure to publish open access books as well as journals. In Germany a decentralized library system operates quite autonomous on institutional levels, with different library consortia across federal states. A national publishing platform like OpenEdition may look like a desirable model, but as Pierre Mounier points out, does it really make sense for Germany? An important impulse from our interviews with French open science experts has been the question, how we can use the federated infrastructure in Germany as an advantage and not an obstacle for a national open access agenda.

Open access is developing in an area of tension between institutional
and funder policies, the economics of publishing and last but not least
the communication practices of research disciplines. In a comparison
across European countries, very dynamic and diverse approaches and
developments can be observed. Furthermore, this international and
comparative perspective helps us to assess the state of open access (OA)
in Germany. In this series of [Open4DE
project](http://www.open-access-berlin.de/projekte/open4de/index.html)
blog posts, we will summarize what we have learned in our in-depth
conversations with experts on developing and implementing nationwide
open access strategies.

The open access movement in France plays a vital role since the
beginning in the European region. Already around the 2000s French
research institutions launched the [Revues.org
platform](http://www.revues.org/?lang=en) (1999) -- now
[OpenEdition](https://journals.openedition.org/) -- for open access
journals primarily in Humanities and Social Sciences. In 2001 the
[Centre national de la recherche scientifique](https://www.cnrs.fr/)
(CNRS) started running [HAL open
archive](http://hal.archives-ouvertes.fr/index.php?langue=en) (2001), a
repository open to all disciplinary fields. In 2003 the CNRS signed the
[Berlin Declaration on Open Access to Knowledge in the Sciences and
Humanities](https://en.wikipedia.org/wiki/Berlin_Declaration_on_Open_Access_to_Knowledge_in_the_Sciences_and_Humanities).
During many years open access was a matter of personal involvement from
individuals within institutions, says Pierre Mounier, deputy director of
OpenEdition and coordinator of [OPERAS](https://www.operas-eu.org/):

Political Commitment toward Open Science: Open4DE Spotlight on the Open Access Landscape in France

Session 4 am <a href="https://innosci.de/unknown-festival/policy-day/">Policy Day des Festivals</a> (16.12.) von 14.45-15.30 Uhr: From Law to Implementation: Recent Practice and Models for Indicators and Incentives for Open Science at Berlin’s Universities and Colleges



Internal evaluations and careers procedures of research institutions are key components for deepening Open Science. We discuss opportunities and hurdles for introducing incentives and ways to sustainably integrate Open Science practices into daily research evaluation. This is particularly relevant because of the amended Berlin Law for Higher Education that invites new approaches regarding Open Science.



Im September hat das Berliner Abgeordnetenhaus eine Novelle des <a href="https://gesetze.berlin.de/bsbe/document/jlr-HSchulGBE2011V27P41">Berliner Hochschulgesetzes (BerlHG)</a> verabschiedet, das derzeit vor allem wegen der Regelung für die Verstetigung von Postdocs auf Qualifizierungsstellen bundesweit diskutiert wird. Mit der Novelle wurde auch das Thema Open Science in <a rel="noreferrer noopener" href="https://gesetze.berlin.de/bsbe/document/jlr-HSchulGBE2011V27P41" target="_blank">§41 Forschungsberichte</a> aufgenommen. Die Hochschulen sollen unter anderem die Anerkennung von Open-Science-Praktiken “bei der Bewertung von Forschungsleistungen im Rahmen ihrer internen Forschungsevaluation und bei Einstellungsverfahren die Anerkennung” fördern (§ 41 (5)). Die Ausgestaltung dieser Vorgabe ist nun Gegenstand eines Aushandlungsprozesses zwischen Land und Hochschulen. Dazu gehört unter anderem die Frage, wie umfangreich die Hochschulen bei der Umsetzung auf Vorarbeiten aufbauen können und wie sie unterstützt werden können.



Hier setzt das Zwiegespräch von Dr. Miriam Kip (Berlin Institute of Health, Charité &#8211; Universitätsmedizin Berlin) und Rinze Benedictus (University Medical Center Utrecht) an. In der Veranstaltung geht es um die Vorstellung der bisherigen Praktiken der internen Forschungsbewertung. Dazu wird Miriam Kip Möglichkeiten aufzeigen, z.B. in Berufungsverfahren, bei der intramuralen Vergabe von Fördermitteln oder im Rahmen der Leistungs-orientierten MIttelvergabe die vielfältigen Open Science-Aktivitäten der Forschenden anzuerkennen. Von der Praxis geht es zu Vorbildern, die wir mit Isabella Peters diskutieren wollen. Während eine gesetzliche Verankerung in Berlin noch ein Novum ist, haben sich in Deutschland und im Ausland bereits erste Universitäten und Institute selbst verpflichtet, Open Science in ihre internen Verfahren zur Bewertung und Belohnung von Forschungsleistung aufzunehmen <a href="https://www.uu.nl/en/research/open-science/tracks/recognition-and-rewards">wie jüngst an der Utrecht University</a>. Das Panel richtet sich sowohl an Vertreter*innen der Hochschulgovernance, an Repräsentant*innen des Abgeordnetenhauses, sowie an  Forschende, Lehrende und den wissenschaftsunterstützenden Bereich. Das Panel wird organisiert vom <a href="https://www.berlin-university-alliance.de/commitments/research-quality/index.html">Centre for Open and Responsible Research (CORe) der Berlin University Alliance</a> und dem <a href="http://www.open-access-berlin.de/akteure/oabb/index.html">Open-Access-Büro Berlin</a>. Im Rahmen der Allianz werden mehrere Projekte gefördert, die neben der Bereitstellung der notwendigen Infrastruktur zur Vertiefung und Ausweitung von Open-Science-Praktiken beitragen, inklusive einer Entwicklung verantwortlicher Indikatoren und disziplinen-sensibler Open-Science-Dashboards im Rahmen eines <a href="https://www.berlin-university-alliance.de/commitments/research-quality/project-list-20/dashboards/index.html">BUA-geförderten Projekts</a> von Open-Access-Büro Berlin und dem Berlin Institute for Health der Charité &#8211; Universitätsmedizin Berlin. Das Open-Access-Büro Berlin hat im Auftrag einer AG aus Vertreter*innen der Hochschulgovernance sowie des Senats für Wissenschaft und Forschung eine Empfehlung für eine Landesinitiative “<a href="https://zenodo.org/record/5535754">Open Research Berlin</a>” erarbeitet. Die Verankerung von Praktiken offener Wissenschaft im BerlHG wird dort als eine Rahmenbedingung formuliert. Wie diese in die Bewertung von Forschungsleistungen einfließen können, soll durch einen partizipativen Prozess der beteiligten Akteur*innen entwickelt werden.

for Indicators and Incentives for Open Science at Berlin's Universities
and Colleges*

*Internal evaluations and careers procedures of research institutions
are key components for deepening Open Science. We discuss opportunities
and hurdles for introducing incentives and ways to sustainably integrate
Open Science practices into daily research evaluation. This is
particularly relevant because of the amended Berlin Law for Higher
Education that invites new approaches regarding Open Science.*

Im September hat das Berliner Abgeordnetenhaus eine Novelle des
[Berliner Hochschulgesetzes
(BerlHG)](https://gesetze.berlin.de/bsbe/document/jlr-HSchulGBE2011V27P41)
verabschiedet, das derzeit vor allem wegen der Regelung für die
Verstetigung von Postdocs auf Qualifizierungsstellen bundesweit
diskutiert wird. Mit der Novelle wurde auch das Thema Open Science in
[§41
Forschungsberichte](https://gesetze.berlin.de/bsbe/document/jlr-HSchulGBE2011V27P41){rel="noreferrer noopener"
target="_blank"} aufgenommen. Die Hochschulen sollen unter anderem die
Anerkennung von Open-Science-Praktiken "bei der Bewertung von
Forschungsleistungen im Rahmen ihrer internen Forschungsevaluation und
bei Einstellungsverfahren die Anerkennung" fördern (§ 41 (5)). Die
Ausgestaltung dieser Vorgabe ist nun Gegenstand eines
Aushandlungsprozesses zwischen Land und Hochschulen. Dazu gehört unter
anderem die Frage, wie umfangreich die Hochschulen bei der Umsetzung auf
Vorarbeiten aufbauen können und wie sie unterstützt werden können.

Hier setzt das Zwiegespräch von Dr. Miriam Kip (Berlin Institute of
Health, Charité -- Universitätsmedizin Berlin) und Rinze Benedictus
(University Medical Center Utrecht) an. In der Veranstaltung geht es um
die Vorstellung der bisherigen Praktiken der internen
Forschungsbewertung. Dazu wird Miriam Kip Möglichkeiten aufzeigen, z.B.
in Berufungsverfahren, bei der intramuralen Vergabe von Fördermitteln
oder im Rahmen der Leistungs-orientierten MIttelvergabe die vielfältigen
Open Science-Aktivitäten der Forschenden anzuerkennen. Von der Praxis
geht es zu Vorbildern, die wir mit Isabella Peters diskutieren wollen.
Während eine gesetzliche Verankerung in Berlin noch ein Novum ist, haben
sich in Deutschland und im Ausland bereits erste Universitäten und
Institute selbst verpflichtet, Open Science in ihre internen Verfahren
zur Bewertung und Belohnung von Forschungsleistung aufzunehmen [wie
jüngst an der Utrecht
